Paul Kagame, leader of the Tutsi-led RPF (Rwandan Patriotic Front) during a meeting with UN High Commissioner for Human Rights, Jose Ayala Lasso.

Ties between Rwanda and France snapped because of an indictment call on President Paul Kagame over alleged complicity in the death of his predecessor, local media rallied in support of the government and poured scorn on Paris. In 2006, French Foreign Minister Philippe Douste-Blazy said he regretted Rwanda’s decision to cut diplomatic ties, forcing French envoys and educational staff to repatriate in haste.
