FUFA Issues Covid19 Regulations Ahead of 2020 /21 UPL Kickoff

Football governing body, FUFA, has issued Covid19 regulations ahead of the 2020/21 season.

The rules, seen by this website, have been sent out to all FUFA members and shall be the ones used to govern the application of Covid19 guidelines.

These rules will apply to all FUFA competitions including the Uganda Premier League, Beach soccer among others.

FUFA says that the rules shall remain in force until amended or replaced by the FUFA Executive Committee.

Ahead of UPL 2020/21 season which kicks off on December 3, FUFA has put in place a Covid19 management committee which will be the only body to oversee and verify Covid19 tests for all the teams.

  • Each club or team shall provide licensed players, authorised technical staff (with bench permits), and any other essential staff for COVID-19 PCR test as advised by the COVID-19 Management Committee.
  • Each club or team shall meet the cost of the COVID-19 PCR test of their participants.
  • FUFA shall take responsibility for the COVID-19 PCR test for Match Officials.
  • Only holders of PCR Negative Certificates shall participate in the match.
  • Each club shall take full responsibility for PCR positive persons under the guidance of the COVID-19 Management Committee.
  • Each Club/team shall appoint and provide Club/Team Medical, Liaison Officer, Club/Team Hygiene, Implementation Officer; and Club/Team Safety and Security Officer

The Federation says that each club will be allowed to register 32 players, and a match must be played if the team has 11 players (including a goalkeeper) and four substitutes.

Among the new guidelines, will see a team lose the match 3-0 if it fails to honour a the game due to a matter relating to COVID-19.

The team will also lose the match 3-0 if it does not have the minimum number of players of players, eleven (including a goal keeper) and four (4) substitutes.

FUFA adds: “Any exceptional circumstances shall be referred to the Competitions Disciplinary Panel for a final decision.”

However, no match shall be postponed or cancelled for positive cases of COVID-19 PCR test.

The 2020/21 UPL will kick off on Thursday,3rd December 2020 and the defending Champions( Vipers Sc) will start the new campaign by hosting League debutants (MYDA) at St.Mary’s Kitende.
